This report is an overview of the main findings related to assessments of the ability of 15 Russian Vodokanals (water and wastewater utilities) to service long-term debts. The report lists financial obstacles that may hinder the Vodokanals from repaying long-term debit obligations through user-charge collections. The Vodokanal debt service capacities are assessed, and an action plan is presented to help policymakers and Vodokanal managers improve operational and financial autonomy to enhance debt repayment capabilities.
