Part 1 of the Russian Federation Civil Code: Summaries of Articles on Housing Sector Issues and Related English-Russian/Russian-English Glossaries (Research Report)

This is a summary of the first of a three-part code that will make up Russian commercial law. It contains the basic articles for dealing with legal issues encountered by the U.S. Agency for International Development's Housing Sector Reform Program. The summarized articles include (1) the general principles article, which introduces the terminology and rules applicable to the Code and to commercial and property law; (2) the condominium and housing ownership article, which covers the concept of housing associations as legal entities; (3) the mortgage and other housing finance article, which covers foreclosure, mortgages, and mortgage assignment; and (4) the private housing maintenance article, which covers the theory of administrative trust.
