Options for Municipal Taxes, Fees, and Charges: International Comparisons and the Case of Poland (Research Report)

This paper serves as the basis for a workshop to identify new or underused sources of revenues for Poland based on international experience. It identifies a limited number of taxes, fees, and charges that show substantial revenue potential and that could be practically implemented in the near future. Relevant types of government fees and charges, as well as various types of local government taxes, are listed and discussed. Appendixes of revenue sources and property taxes organized by country serve as useful sources for comparisons of Poland with other countries.

On October 16, 1996, a workshop was held with representatives of national and local governments, members of parliament, associations of municipalities, and other stakeholders. The objective of the workshop was to identify new or underused sources of revenues for Polish gminas, based on the results of a survey commissioned by the U.S. Agency for International Development. The survey had examined local governments' taxes, fees, and charges. This document summarizes the proceedings of the workshop, identifies "hot" topics, and makes recommendations for a follow-up meeting.
