As traditional community institutions have weakened over the past three decades, community development corporations (CDCs), acting in concert with local leaders, have helped create the conditions needed for sustained positive change in the inner cities. This report documents the growth of CDCs in the 23 U.S. cities included in the National Community Development Initiative, a consortium of national foundations and corporations created to boost funding for, and demonstrate the promise of, these groups.
