This report contains four discussions on establishing a think tank in Japan. Part 1 details why Japan needs one and why existing institutions have not filled and cannot fill this role. Part 2 outlines how an analyst manages research and influences public policy formation by presenting a week in the life of a senior member of an American think tank. Part 3 addresses the results of consultations with knowledgeable Americans and Europeans concerning their perceptions about establishing a Japanese think tank. Part 4 explains models for a Japanese think tank based on alternatives observed in the United States and Europe and informed by conditions in Japan.

This study estimates the number of frail elderly in federally assisted housing who are at significant risk of institutionalization. It then reviews existing state and federal efforts to serve this population and examines possible new service approaches. Also, it presents models whereby more states could be encouraged to become involved in serving their own frail elderly population and makes recommendations on how best to structure and fund such programs.

This review of the evolution of federal housing policy concludes that the programs in effect today neither address the urgent needs of poor households nor prepare the nation's housing sector for the new demand pressures that loom over the horizon. The authors recommend major policy changes that would aggressively respond to the housing problems confronting poor Americans and that would encourage gradual changes in the composition of the housing stock, so that the needs of smaller and older households can be met effectively in the 21st century.
