This report briefly describes the fifth of six one-day seminars on modernizing financial management for Hungarian local governments. This seminar was one of a series of such programs designed to provide financial officers with information to help them improve budgeting and financial management within their cities. Included are the seminar agenda, the list of participants, and the course materials handed out to participants. The participating local governments represented a wide range of size and location; nine local governments were represented at this seminar. A list of local governments represented at the five previous seminars is also included.
