To understand the complex nature of child poverty in the United States today, one must approach it from a variety of perspectives: case studies, demographics, human capital theory, and causal analysis. Chafel does this and takes the reader a step further, discussing the problems and opportunities involved in harnessing public support for policy action on behalf of poor children and analyzing the record of the 101st ("children's") Congress and social policy approaches more generally.
