This paper provides an overview of the restructuring processes in the East-Central European countries during the transition to a market economy and defines the critical bottlenecks to housing and related urban development that still exist. Topics covered include understanding the Eastern European housing sector; performance of the housing model at the end of the 1980s; the housing sector in transition; a mid-transition evaluation; principles and priorities for continued transition; the role of international institutions; and the use of sectoral performance indicators.

This paper provides an outline for discussing the most important issues of Central-East European housing systems during the period of transition (1989–1994). Provided at the end of each outline section are questions to elicit qualitative descriptions and a list of quantitative indicators. The sections address changing governance of housing; housing and macroeconomic stabilization; the structure of the housing stock; affordability; housing production; restructuring of the housing finance system; housing taxation and government subsidies; social safety net issues; housing management and urban rehabilitation; and future options in housing policy.

This is an outline to suggest a common structure for country monographs of the East-Central European countries for Habitat II to be prepared in 1995. The major aims of the outline are to have each monograph (1) get comparable information that could be used to prepare a regional monograph and (2) demonstrate the usefulness of the suggested regional housing indicator system in the overview about national housing policies.

This report describes and analyzes a proposed housing allowance system for Hungary that would reform the rental sector along market lines while protecting low-income families from high rent payments through a housing allowance program. The research is based on data developed especially for this study by the Hungarian government. The study simulates numerous housing allowance designs, one set undertaken for the first year in which housing allowances would be introduced and one for the third year, the point at which rents paid on state rentals were expected to approach market levels.
