Eastern European Regional Housing Project--Component 3: Housing Finance (Research Report)

This paper describes the Eastern European Regional Housing Project, which ran from 1990-1996 in response to the collapse of state-sponsored housing production in the area. It defines the context for the contract in the areas of housing, privatization, rental sector reform, and housing finance; the technical assistance approach used during the program; and the results achieved. Overall changes in the Central and Eastern Europe housing sector during the contract period, and detailed, country-specific results for Hungary, Albania, Romania, the Czech Republic, and Slovakia are also presented.

They analyze the quantitative importance of housing to these economies and outline the macroeconomic adjustment these countries are undertaking--paying specific attention to the financial systems and construction sectors, which profoundly affect housing supply and demand.
