This report summarizes the results of a series of workshops and individual property consultations with selected condominium associations in Warsaw, Poland, that were conducted to help associations complete their formation and gain information for ongoing operations. During the sessions, the following surfaced as areas requiring either legislative amendment or development of policy statements: transfer documentation, property insurance, renovation financing, fiscal planning, management training, and condominium legislation. Outlines of a sample condominium act and sample bylaws are also included.

This report summarizes two sets of activities under "A Pilot Project for Management and Maintenance of Cooperative Housing in Poland," supporting the assistance of the U.S. Agency for International Development's to the Polish Shelter Sector. The major issues discussed are the process of reorganizing into smaller cooperatives; the enhancement of smaller cooperatives' managerial skills; the need to effectively manage existing stock with an emphasis on education and training; financial concerns (especially lack of financial mechanisms); lack of collaboration between cooperatives and local authorities; cooperative membership participation; and ownership transformations within the housing cooperative sector. The report concludes with recommendations at both the national policy level and the individual cooperative level.
