Rent Control and Housing Assistance: The U.S. Experience (Research Report)

Most of the housing advisors sent to Eastern Europe by USAID have encouraged national governments to move away from public ownership of rental housing toward private ownership and market prices. Such a shift leaves open the question of responsibility for low-income tenants who cannot afford market rents. This essays reviews the U.S. experience with rent control and housing assistance, the two government policies designed to help renters cope with shortages of affordable housing.

Housing Privatization Strategy for Liberec, A (Research Report)

This report proposes a privatization strategy for the disposition of the current inventory of city-owned housing in Liberec, Czech Republic. The report is based upon a comprehensive list of 1,881 residential properties gleaned from Liberec's Department of Property, five housing management companies, and the archives of the former state management company. The report describes the information sources, the derivation of working files, and the physical characteristics of the properties.
