State General Assistance Programs: 1996 (Research Report)

This report summarizes results of a state-by-state survey on the status of General Assistance (GA) programs in 1996. Data were collected to determine whether such programs exist in each state, eligibility requirements and benefit levels, and caseload and expenditure data. It also reports on program changes made since the 1992 survey. This information is critical for evaluating the effects of federal welfare reform legislation and gauging the extent to which GA can assist persons not eligible for federally funded programs. It also provides a baseline against which to measure future changes made to state GA programs.
