Dissemination Lessons Learned (Discussion Papers)This paper describes the strategies and tactics used by the Urban Institute's Assessing the New Federalism (ANF) project to communicate changes in the social safety net in the wake of welfare reform. From 1997 to 2004, the growth of electronic communications revolutionized the way people communicate. This report documents how ANF adapted to these changes and offers lessons for future work. Several themes run through this work: continual evaluation of the dissemination program led to continual evolution; cost, time and outcomes were major measures of effectiveness; and being timely and relevant required new communication strategies.

Research to Practice: Evaluating Assessing the New Federalism Dissemination Activities (Discussion Papers)From the outset in 1996, the Urban Institute's Assessing the New Federalism project and its funders considered dissemination an integral part of the overall project. This paper reviews the dissemination goals, objectives, and strategies the project established. The authors developed several new sets of data to evaluate how well the strategies worked and ANF reached its goals and objectives. Data developed included a survey of people using ANF analysis, a press clipping database, measures of publication reading ease, and web site tracking.

Highlights from The Urban Institute's SCHIP Evaluation (Series/Fast Facts on Welfare Policy)This two-part slide show summarizes research from The Urban Institute's SCHIP evaluation. Slides from the quantitative analysis include a chart or table with a short review of what the data shows. Topics covered are Medicaid and SCHIP eligibility, equalizing coverage across states, participation rates, knowledge of SCHIP and Medicaid rules, why parents don't enroll their children, and trends in uninsurance. The second part of the slide show reviews how states structured their SCHIP programs on outreach, enrollment and retention, benefit package, cost sharing, crowd out, coverage of parents, and children with special health care needs.
