Welfare Rules Databook: State TANF Policies as of July 2004 (Research Report)

The Welfare Rules Databook, provides tables containing key Temporary Assistance for Needy Families (TANF) policies for each state as of July 2004, as well as longitudinal tables describing selected state policies from 1996 through 2004. The tables are based on the information in the Welfare Rules Database (WRD), a publicly available, online database tracking state cash assistance policies over time and across the 50 states and the District of Columbia. The Databook summarizes a subset of the information in the WRD. Users interested in a greater level of detail are encouraged to use the full database, available at http://anfdata.urban.org/wrd.

Getting On, Staying On, and Getting Off Welfare: The Complexity of State-by-State Policy Choices (Policy Briefs/ANF:Issues and Options for States)

Congress reauthorized TANF in February 2006 as part of the Deficit Reduction Act of 2005. The changes included under reauthorization will require most states to greatly increase work participation among their caseloads in order to avoid financial penalties and could cause many states to rethink their current welfare policies overall. This marks a good time to review states' current rules, which provides a benchmark against which future changes can be assessed. This brief reviews the multiple ways a family can get on welfare, stay on, and leave (or lose) assistance. It uses the Urban Institute's Welfare Rules Database (WRD) to examine the variation in key policies as of 2003.

Evaluation of Food Stamp Research Grants to Improve Access Through New Technology and Partnerships: Executive Report (Research Report)

Executive Report:Food stamps are a significant source of food assistance for families with incomes below 130 percent of the poverty level. The average participating household received roughly $200 a month in benefits during fiscal year 2004. Despite the value of the benefit, many eligible persons do not enroll in the Food Stamp Program (FSP). This report summarizes the findings from 18 local outreach projects the U.S. Department of Agriculture (USDA) funded in 2002 to test outreach strategies. The projects, which were implemented at different locations across 15 states, included a technological component and/or partnerships with other organizations to expand the scope of outreach. All projects aimed to increase awareness of the FSP and increase the number of food stamp participants.
