The city of Moscow, Russia, is considering ways to make municipally owned housing more self-sufficient. These strategies involve the introduction of private market techniques, including the privatization of management and maintenance of municipally owned housing. The primary goal of this pilot program is to demonstrate the feasibility of instituting competitive, high-quality private management and maintenance. This report describes the pilot study's key components—planning, training, procurement, monitoring, and replication. Appended to the report are a detailed workplan, a memorandum of understanding, and a model management contract.
