Federal Funds, Local Choices: An Evaluation of the Community Development Block Grant Program (Research Report)

This report is a comprehensive analysis of the Community Development Block Grant (CDBG) Program. The research took two and one-half years to complete and included field research in 61 U.S. cities, more than a thousand mail and telephone surveys, and extensive use of Housing and Urban Development's automated program budget and expenditure data. The study addressed questions on the characteristics of CDBG-funded programs, benefits to income and ethnic groups and neighborhoods, the nature of CDBG decisionmaking and program management, and impacts of the program over its life span.

Prototype Analysis of Housing Availability, Affordability, Adequacy, and Accessibility (Research Report)

The starting point for developing a housing strategy is a systematic analysis of the local housing market. This report analyzes housing conditions and needs in five prototype jurisdictions using 1990 Census data contained in the CHAS database. Its purpose is threefold: First, it illustrates a range of housing market conditions and needs. Second, it illustrates ways in which communities may describe and analyze their local markets. Finally, by using metropolitan areas as prototypes, it stresses the needs of looking at the entire housing market to understand the causes of problems and to develop strategies for addressing them.
