This easy-to-use book should be useful to managers at all levels of government. It gives practical guidance on how to resolve the dilemma every public manager faces--between the constant pressure to improve program efficiency and effectiveness, on the one hand, and the risk of wasting taxpayers' money on new things that end up costing more than they save, on the other.
