The Role of Local Governments in financing Safety Net Hospitals: Houston, Oakland, and Miami (Occasional Paper)While not in crisis, the paper finds that safety net hospitals are also not fully viable and secure. Three hospitals analyzed are resourceful and resilient in their ability to provide services to low-income people even through rough times. Nonetheless, the authors conclude that operating deficits may pose problems in the future. This paper presents a high level of detail on the sources of financing for these three safety net hospitals.

Job Prospects for Welfare Recipients: Employers Speak Out (Policy Briefs/ANF:Issues and Options for States)A national telephone survey of 500 employers found that employers most frequently say they are looking for an entry-level worker who is reliable and has a positive attitude rather than a worker with specific skills. Among the findings in the brief is that many employers are willing to hire people leaving public assistance if they present an array of characteristics that companies value highly.

Job Prospects for Welfare Recipients: Employers Speak Out (Occasional Paper)A national telephone survey of 500 employers found that employers most frequently say they are looking for an entry-level worker who is reliable and has a positive attitude rather than a worker with specific skills. Close to 70 percent of employers rate welfare recipients positively in terms of attitude and reliability indicating that the lack of experience and education of many welfare recipients may not be as big a barrier to entry-level work as previously thought.

The authors use microsimulation to project the number of elderly, as well as their future incomes, living arrangements, and social service needs. They then show that the increase in demand for support services will grow drastically, even with optimistic assumptions regarding disability rates.

Toward Ending Poverty among the Elderly and Disabled through SSI Reform (Book)Using microsimulation, the authors examine ways in which the Supplemental Security Income Program could be reformed to greatly reduce poverty among the elderly and the disabled. The authors also describe several options for financing these program improvements and conclude that the cost would have a modest and equitable impact on the nonpoor elderly and nonelderly population.
