Eastern European Regional Housing Project--Component 3: Housing Finance (Research Report)

This paper describes the Eastern European Regional Housing Project, which ran from 1990-1996 in response to the collapse of state-sponsored housing production in the area. It defines the context for the contract in the areas of housing, privatization, rental sector reform, and housing finance; the technical assistance approach used during the program; and the results achieved. Overall changes in the Central and Eastern Europe housing sector during the contract period, and detailed, country-specific results for Hungary, Albania, Romania, the Czech Republic, and Slovakia are also presented.

CEE Housing Loan Recovery Colloquium Proceedings and Maximizing Housing Loan Recovery: Lessons for Central and Eastern Europe (Research Report)

These proceedings summarize the Central and Eastern European (CEE) Housing Loan Recovery Colloquium held in Budapest, Hungary, on December 16 and 17, 1996. The main participant countries were Hungary, Slovakia, and Croatia. Representatives from other countries, including Poland, the Czech Republic, Germany, France, and the United States, also attended. The purpose of the colloquium was to provide an international exchange of implementation and policy experience on housing loan recovery in CEE countries—an area that needs strengthening in the mortgage lending programs of most countries in this region.

Croatia: Defining an Agenda of Technical Assistance in Housing Finance (Research Report)

This report builds upon a previous assessment of the Croatian housing sector (Croatia Housing Sector Assessment, Urban Institute, 406623) and presents specific recommendations concerning one of the nine issue areas identified in that report--technical assistance in housing finance. This report provides background on the housing sector, discusses housing finance, and defines the problems facing the Croatian housing sector. Included is a brief review of technical assistance provided to three Eastern European countries and recommendations for Croatia. Three annexes cover economic conditions relevant to housing finance, an overview of the housing sector, and an overview of the housing finance sector.

Report on the Status of the Polish Housing Sector (Research Report)

This report details obstacles to the improvement and development of the Polish housing sector and suggests reforms and legislation to provide a framework within which a modern housing sector can operate. Topics within the report include current conditions of the Polish housing sector, evolution of the housing finance system, and development of a legal and institutional framework. An appendix lists legislation affecting housing and highlights areas for possible assistance from the U.S. Agency for International Development.
