Join leading health policy researchers for a lively discussion and the release of a new report, Administrative Solutions in Health Reform, a thorough analysis for policymakers and policy watchers of how to break through potential management impasses so complicated new policies can quickly become effective practices. 

The report’s recommendations were developed by a panel of experts from the National Academy of Public Administration (NAPA) and the National Academy of Social Insurance (NASI), with the support of the Robert Wood Johnson Foundation. The report addresses such core concerns as keeping eligibility rules simple to encourage participation and facilitate administration, making insurance mandates easily enforceable, ensuring fairness and capacity in a restructured health insurance market, and controlling costs.

Forum participants, who include authors of papers prepared for the NAPA/NASI panel, will discuss ways to administer various health care proposals and will answer the audience’s questions about implementing reform. Topics will include the following:

• structuring a health insurance exchange
• administering individual mandates and subsidies
• subsidizing health insurance premiums and cost sharing
• regulating health insurance
• restructuring health insurance markets
• simplifying administration and controlling costs
