Ms. Brookins, a Research Associate with the Urban Institute since 2008, has seven years of experience in international development, policy, and urban development issues. Ms. Brookins provides technical and program support for the Urban Institute’s international projects in local government reform, performance management/municipal service improvement, and urban development. She is currently supporting proposal development for a number of Africa-focused initiatives and is leading the formulation of an urban development strategy that is inclusive of addressing urban poverty through services, economic development, and improved local governance. In her prior work with Africare, she provided technical assistance and capacity building for civil society organizations. Ms. Brookins has also designed and facilitated strategic planning and monitoring and evaluation of programs and conducted baseline needs assessments on organizational capacity of local civil society organizations. Recently she completed a project that produced sustainable tourism development guidelines for the Presidential Commission on the Millennium Development Goals in the Dominican Republic. She has worked in Guinea, Sierra Leone, Liberia, Rwanda, South Africa, and the Dominican Republic. Ms. Brookins holds an MA in International Affairs/Economic and Political Development and an MS in Urban Planning from Columbia University.
