Alan Weil is director of the Urban Institute's Assessing the New Federalism project. His research focuses on health policy, welfare policy, and federalism. He was the executive director of the Colorado Department of Health Care Policy and Financing. He received his J.D. from Harvard Law School and an M.P.P. from the John F. Kennedy School of Government.

Kenneth Finegold is a senior research associate with the Urban Institute's Assessing the New Federalism project. His research interests include the U.S. federal system, state policy, race and ethnicity, and fiscal issues. Dr. Finegold is the author of Experts and Politicians: Reform Challenges to Machine Politics in New York, Cleveland, and Chicago and, with Theda Skocpol, State and Party in America's New Deal. He received his Ph.D. in government from Harvard and his A.B. in government from Cornell.
