About the Authors

Comparative Performance Measurement book coverElaine Morley is a senior research associate in the Public Management Program of the Urban Institute's Metropolitan Housing and Communities Center. She has had considerable experience in projects involving performance measurement and public services and was recently involved in an assessment of outcome measurement in nonprofit organizations. She has also been involved in the evaluation of national programs for at-risk youth. Prior to joining the Institute, Dr. Morley served as an associate professor of public administration and policy analysis at Southern Illinois University at Edwardsville.

Scott P. Bryant is principal of Scott P. Bryant & Associates, which provides consulting services in strategic planning, organizational improvement, quality management, and performance measurement to local governments. Prior to starting his firm, he served as the director of strategic management for Long Beach, California, and was manager of public sector consulting with Ernst & Young in Washington, D.C., and southern California. Mr. Bryant has also conducted management and organizational studies of state government departments and programs for the Colorado Legislature and managed two federal demonstration programs for the Denver Mayor's Office. He is a frequent speaker at conferences on performance measurement and has taught numerous workshops for local governments on performance measurement, strategic management, benchmarking, performance-based budgeting, and community-oriented public safety.

Harry P. Hatry is a principal research associate at the Urban Institute, where he is the director of the Institute's Public Management Program. Since the early 1970s, he has been a leader in developing procedures that allow nonprofit organizations and federal, state, and local government agencies to track how well they are performing their services. In recent years, he has also worked to improve performance measurement and management in other countries, including Thailand and Hungary. He has authored or coauthored numerous books, reports, and articles describing performance measurement procedures, including publications for the U.S. Departments of Education and Justice, the International City/County Management Association, and United Way of America. Key works in which he has been an author include How Effective Are Your Community Services? Procedures for Measuring Their Quality; Practical Program Evaluation for State and Local Governments; Program Analysis for State and Local Governments; and Performance Measurement. He has received awards relating to his work in performance measurement and evaluation from a number of organizations, including the American Society for Public Administration and the National Academy of Public Administration.
