Edward G. Goetz is associate professor and director of the Urban and Regional Planning Program at the University of Minnesota's Humphrey Institute of Public Affairs. He has published articles on local and regional housing policy in the Journal of the American Planning Association, the Urban Affairs Quarterly, the Journal of Urban Affairs, and Housing Studies. He is also the author of Shelter Burden: Local Politics and Progressive Housing Policy (Temple University Press, 1993) and The New Localism: Comparative Urban Politics in a Global Era, with Susan E. Clarke (Sage Publications, 1993).
