Dr. Sally Merrill, a Senior Fellow at the Urban Institute, is an economist specializing in housing and urban policy, housing finance, and housing microfinance. Since 1987, she has focused on international development in housing policy reform, low income housing policy, microfinance for housing and credit enhancement schemes for low and modest income lending. Prior to this, Dr. Merrill worked on U.S. housing and welfare analysis, including public housing, housing vouchers, and discrimination.
