Mary Kopczynski Winkler is an expert in performance management in the Metropolitan Housing and Communities Center at the Urban Institute. Since joining the Institute in 1995, her research has focused on strategic planning and assistance in the development, implementation and use of performance management systems for a variety of nonprofit, government agencies and stakeholders.
Ms. Winkler is currently working on a number of capacity building projects to aid the nonprofit sector in performance management implementation, including the Outcome and Effective Practices Portal, a pilot study to develop common performance measures with out-of-school time grantees of the DC Children's Youth Investment Trust Corporation, and the recently completed East of the River Initiative (for which she co-authored Evaluation Matters: Lessons from Youth Serving Organizations). She has worked on numerous evaluations and congressionally mandated studies to assess public and nonprofit sector accountability and performance, currently serving as a senior team member of the HHS Strengthening Communities Evaluation. Prior to joining the Urban Institute, Ms. Winkler was a senior legislative analyst for the New York City Office of Management and Budget. She received her B.A. degree from Bryn Mawr College, and her M.P.A. degree from American University.
