Julie Samuels is a senior fellow at the Urban Institute’s Justice Policy Center, where she leads projects addressing federal justice statistics, federal corrections system, and offender DNA collection. Prior to joining the Urban Institute, Samuels was a senior executive at the U.S. Department of Justice (DOJ), where, for more than 25 years, she directed projects examining sentencing and corrections policy; youth violence and juvenile justice; and drug trafficking and violent crime.
