"Qualitative research is my passion, and allows me to work in the field interviewing policymakers and program administrators about their experiences implementing innovative health initiatives for children and families. Conducting focus groups is particularly rewarding because I am permitted to directly interact with parents, consumers, and providers about how programs are working for them and how they can be improved."

Hill possesses more than 25 years of experience directing evaluation and technical assistance projects focused on public health insurance programs for disadvantaged children and families. He is a nationally recognized qualitative researcher with extensive experience developing in-depth case studies focused on the implementation of health policies and programs. Hill is also known for his work conducting focus groups with consumers, providers, and health system administrators in a wide array of settings. He is currently directing the qualitative component of the congressionally mandated CHIPRA evaluation, a reprise of the role he played 10 years ago for both the Urban Institute's CHIP Evaluation and the original congressionally mandated evaluation of SCHIP. Hill also directed the Urban Institute's work on the David and Lucile Packard Foundation's Insuring America's Children evaluation, as well as the Urban Institute's work on the Robert Wood Johnson Foundation's evaluation of the Covering Kids and Families program. In recent years, much of Hill's work has focused on his hometown of Los Angeles. He is directing First 5 LA's evaluation of Best Start LA, a location-based initiative designed to improve the wellbeing, development, and care of children living in a disadvantaged downtown neighborhood. He also directed a five-year evaluation of First 5 LA's Healthy Kids program, a universal child coverage initiative targeting Latino immigrant children.

Prior to joining the Urban Institute, Hill was the associate director of Health Systems Research, Inc., a senior analyst with the National Governors' Association, and a presidential management fellow with the Department of Health and Human Services. He received master's degrees in both public administration and social work from Syracuse University, and did his undergraduate work at the University of California, Santa Barbara.
