Elaine Morley, a Senior Research Associate in the Public Management Program of the Metropolitan Housing and Communities Policy Center, has more than 20 years of experience at the Urban Institute. Dr. Morley has participated in numerous projects addressing outcome and performance measurement of nonprofit organizations and government agencies. Recent examples include working with the Council of State Governments to develop a comparative performance measurement process for state services and helping to develop performance indicators for the Institute of Museum and Library Services. She worked on a recent five-year effort to measure performance of AmeriCorps programs for the Corporation for National and Community Service. Dr. Morley also has considerable experience with program evaluation. She is co-principal investigator of a three-year evaluation of the Strengthening Communities Fund program, which seeks to strengthen capacity of nonprofit organizations to assist in economic recovery, for the Department of Health and Human Services. She was co-principal investigator of a recent evaluation of the American Red Cross September 11th Recovery Grant program. This study assessed implementation of services by Red Cross grantees (community-based organizations) to assist clients with post-9/11 recovery.

Dr. Morley co-authored two recent guides, "Using Outcome Information", one in the Urban Institute series of guides on outcome management for nonprofits, and "Guide to Performance Management for Community Literacy Coalitions" (National Institute for Literacy, October 2008). Other co-authored publications related to public management include: Comparative Performance Measurement (The Urban Institute Press. 2001), How Federal Programs Use Outcome Information: Opportunities for Federal Managers (IBM Endowment for the Business of Government, April 2003), Outcome Measurement in Nonprofit Organizations: Current Practices and Recommendations (The Independent Sector and the Urban Institute, 2001) and Excellence in Managing: Practical Experiences from Community Development Agencies (Urban Institute Press, 1991). She has a PhD in Social Science from Syracuse University.
