Ms. Kimble, a Senior Research Associate at The Urban Institute, is a local government professional with nearly 30 years of experience managing cities in the US and leading complex local government programs focused on local economic development, municipal planning, municipal finance, citizen-oriented service delivery, and overall local government strengthening for more than 20 countries around the world. She is now focusing on the interaction of organizational change, brought about by introducing the referenced governing practices, and institutional reform. Ms. Kimble is now serving as the lead technical advisor on the Uganda Strengthening Decentralization for Sustainability, focusing primarily on bring about institutional change within the local government system.
Prior to joining UI, Ms. Kimble was Senior Municipal Governance Advisor and supervised all local government technical assistance programs and special projects globally. Previously, Ms. Kimble was city manager for two mid-sized US cities in Michigan and Ohio where she established neighborhood governance programs that led to improved revenue bases for both communities. Ms Kimble has a master's degree in public policy and completed the coursework for a PhD in urban economic development.
