The subway and bus system serving metropolitan Washington, D.C., faces a funding gap of $2.4 billion over the next 10 years. Rudolph Penner, a senior fellow at the Urban Institute and the chair of a panel looking into shoring up the transit system's finances, testified before a committee of the District of Columbia Council about using a sales tax or other dedicated revenue source to raise the missing funds.
