Elizabeth Crowe

Elizabeth Crowe is a research associate in the Income and Benefits Policy Center at the Urban Institute, where her work examines the operation of the US social safety net and how programs support low-income individuals and families. Crowe is the project manager on the Welfare Rules Database (WRD) project and works on the Assistant Secretary for Planning and Evaluation's Transfer Income Model.

Before joining Urban, Crowe worked at the Congressional Research Service, where she produced estimates of formula grant allocations based on proposals by congressional committees, members, and staff. While completing her graduate work, she spent two summers at Urban as an intern on the WRD team.

Crowe has an MA in economics and a PhD in public administration from American University.
