Biography

Carla Vasquez-Noriega is a research assistant in the Justice Policy Center at the Urban Institute, where she works on projects involving trafficking, reentry, and elder abuse. Before joining Urban, Carla worked at the American Civil Liberties Union with a staff attorney on cases dealing with religious discrimination and police brutality by conducting interviews with inmates in the Los Angeles County Jail.

Vasquez-Noriega received her BA with distinction in sociology from Yale University, where she was awarded the Mildred Priest Frank Memorial prize for her thesis titled “Invisible Borders: The Neighborhood Context of Section 8 Housing Choice Vouchers in the City of Los Angeles.”
