Azhar Gulaid is a policy program associate in the Urban Institute's Justice Policy Center, where her research focuses on analyzing conditions of confinement, addressing behavioral health needs, and reducing the use of jails. In addition to research, she provides technical assistance to jurisdictions on implementing evidence-based practices. Gulaid received her bachelor's degree in government from Smith College.
