Adam Howley is the center administrator in the Policy Advisory Group at the Urban Institute. He manages the logistical and administrative functions of the center and is the point person for budgeting and financial monitoring.
Howley was previously director of operations for Noonan Scholars, where he planned and implemented the organization’s programming and administration. He was also the administrator for the Program in Mathematics for Young Scientists at Boston University.
Howley holds a bachelor’s degree in political science from High Point University and a master's degree in policy, planning, and administration from Boston University School of Education.
