This paper focuses on building the capacity of leaders and residents of poor neighborhoods to enhance the community building process by using information effectively. Topics covered include the following: assessing community information capacity, strengthening social and technological communication in the community, using information for community change, and providing technical assistance to support community information use. Three annexes cover information capacity in Denver, the Denver Neighborhood Leadership Program Training, and an action plan for Denver.
