Regional Economic Development in Eastern Europe: An Example from Poland (Research Report)The idea for this paper grew out of a USAID-supported technical assistance project to the State Office for Housing and Urban Development (SOHUD) in Poland. The Office asked for assistance in developing the Communal Credit Program that would be designed to encourage smaller local governments to undertake badly needed investments in communal infrastructure.
