Authorization for the State Children's Health Insurance Program (SCHIP), which covers more than 6 million children, is slated to end September 30. The House and Senate have have passed legislation reauthorizing and expanding the program’s funding and eligibility, but President Bush has promised to veto either bill, characterizing SCHIP expansion as "Congress's attempt to federalize medicine." In this lively debate, two health policy experts face off on whether this is a reasonable concern or empty rhetoric.
