Between 2 and 3 million young people age 16-24 are disconnected from society, removed from school and work for a year or longer. Panelists discussed the types of education and training programs that could help this population, financial incentives that may return young men to school or jobs, and the barriers faced by noncustodial fathers and former prisoners.
