By the middle of next year, Massachusetts will begin covering most of its uninsured residents, a product of recent bipartisan legislation that requires individuals to obtain coverage, mandates employers who don’t offer coverage to pay an assessment, and provides for state subsidies to cushion the cost. Experts and observers reviewed the process and politics that led to the landmark legislation.
