Home and community-based care (HCBC) has long been viewed as a potentially more cost-effective strategy than nursing home care for providing long-term care services to elderly persons. This study provides information on how low-income, functionally impaired elderly persons who are nursing home eligible are managing their long-term care needs at home without the assistance of Medicaid waiver services. Converting to Medicaid in the Community: The Forgotten Stepchild (Research Report)

This paper presents findings from a study that analyzed community conversion to Medicaid among elderly participants enrolled in the Connecticut Community Care program, a statewide case management agency. Using a multivariate hazard model, the authors examine prospectively how characteristics of noninstitutionalized, disabled, elderly persons affected their risk of becoming Medicaid-eligible in the community. They also examined the timing of that eligibility. The study concludes with a discussion of the policy and research implications of this analysis.
