The Medicaid Eligibility Maze: Coverage Expands, but Enrollment Problems Persist (Occasional Paper)This report looks at five states to highlight common problems that all states are facing as they struggle to maintain Medicaid enrollment for low-income children and their parents. These problems include challenges in severing Medicaid and welfare, complex eligibility rules and procedures, and systems and communications inadequacy. The five states are CA, CO, FL, MN, and WI.

On and Off Medicaid: Enrollment Patterns for California and Florida in 1995 (Occasional Paper)The study suggests that declines in welfare caseloads lead to declines in Medicaid enrollment. The authors find that in both California and Florida, about half the children leaving AFDC left Medicaid as well. They found the same pattern among adults in California, while in Florida, two-thirds of the adults exiting AFDC lost their Medicaid eligibility. While outreach efforts related to CHIP may help stimulate greater use of Medicaid’s poverty-related provisions for children, the authors suggest that states consider other actions as well. In addition, Medicaid programs need to examine their administrative practices to ensure that qualified persons leaving AFDC remain enrolled in Medicaid.

Medicaid and Pregnant Women: Who Is Being Enrolled and When (Research Report)This report focuses on the effect of the Medicaid expansions on pregnant women in four states-California, Georgia, Michigan, and Tennessee-from 1987 to 1991. It is primarily a descriptive analysis based on Medicaid enrollment and claims data from these states and case study data. The analysis addresses two major questions: (1) What is the extent of expansion in Medicaid-covered deliveries by eligibility group? (2) Were states successful in enrolling pregnant women early in their pregnancies? The report concludes with an analysis of the timing of Medicaid enrollment for pregnant women.
