The research reported in this volume seeks to determine the scope and structure of the New York nonprofit sector, its sources of funds, and the early impact on it of recent changes in government funding.

This report analyzes the impact of federal budget decisions between 1982 and 1985 and those proposed for the next three years on the organizations that make up the nation's private, nonprofit sector. These organizations have been ignored in both public policy debates and scholarly research. As a consequence, crucial features of their operations have not been well understood, including the extent to which government agencies have turned to nonprofit organizations to help deliver publicly financed services and the extent to which government budget decisions affect the revenues of these organizations.
