Private Maintenance of Kharkiv's Housing Stock: A Profile of the Buildings Selected to Participate in a New Pilot Program (Research Report)

Officials in the city of Kharkiv, Ukraine, realized the need for housing maintenance reform and in June 1993 signed an agreement with the U.S. Agency for International Development for a program in housing reform. In April 1995, 61 municipal buildings were placed under maintenance contracts with three private firms. Using data from a 1994 citywide survey and from a 1995 survey of 819 households included in the pilot program, this analysis compares the maintenance of state maintenance organizations to that of the private firms.

[© Journal of Housing Economics] Since the housing stock in Russia is still predominantly State-owned, reform of the State rental sector is fundamental to the transformation of the housing sector in general. Officials in the city of Moscow recognized this and signed an agreement with the U.S. Agency for International Development for a demonstration project for the private maintenance of municipal units as part of a larger reform program. This paper presents the results of the evaluation of the effectiveness of this program.
