There are two Highlights for each state. The Highlights that focus on health cover Medicaid, other public insurance programs, the health care marketplace, and the role of public providers. The Highlights capture policies in place and planned in 1996 and early 1997.

Despite heightened pressure caused by hospital payment deregulation, reduced public program payment streams, and the growth of competition from managed care, executives at 17 hospitals and health centers in Brooklyn and Manhattan continue to espouse a deep sense of mission and support for the care of low-income and other vulnerable populations. Interviews with 30 senior executives at 17 hospitals and health centers in Brooklyn and Manhattan formed the basis for this report.
