The municipality of Vidin, Bulgaria is working to improve overall financial management practices and disbursement and expenditure procedures in particular. The Local Government Initiative consulting team developed recommendations, outlined in this report, to serve as the foundation for financial management design and implementation. The report includes financial reporting forms for the municipality's cost centers (education and health care) and tracking and reporting forms to facilitate the flow of expenditure information from accounting to local policymakers.

This document is a manual developed for the municipality of Vidin, Bulgaria. Topics covered include cash-flow management, relationships with banks, revenue estimates, expenditure estimates, cash flow and investment revenue projections, investments, short-term borrowing, and assessments of health and education cost centers.

The municipality of Vidin (Bulgaria) is one of the ten pilot municipalities in the U.S. Agency for International Development Local Government Initiative. This report documents the work performed by consultants in the municipality with respect to the development of the municipality's management information systems (MIS). Included are assessments of current MIS capabilities and computer capabilities of municipal staff.
