This report examines the jail reentry phenomenon in the city of Philadelphia, focusing on the return of inmates from the Philadelphia Prison System (PPS). The paper examines trends in incarceration and releases within the city, the characteristics of returning prisoners, self-reported experiences with rehabilitative programming while incarcerated, expectations for post-release experiences, the geographic distribution of returnees, trends in community supervision, and characteristics of neighborhoods with high rates of return. The report includes an empirical analysis of PPS prisoners released between 1996 and 2003.
